1 · Does "40" mean 40 sheltering trailers, or 40 trailers total?
Crystal's 8 × 100 + 32 × 50 math counts sheltering loadouts only. Elizabeth's "more than 50% reduction" reads as 85 → 40 fleet-wide. The 15 mission-specific trailers (5 FANS, 5 HFC, 1 MCI, 4 Utility) fit either way, but if they count toward the 40 the sheltering fleet drops to 25 (8 × 100 + 17 × 50 = 1,650 clients). Recommend confirming before the cut list goes out.
2 · Greene County loses both trailers
46T8 (Windridge) and 46T2 (Carmichaels) are the only Greene County trailers and both are already flagged for retirement in the inspection comments. After the cut, Greene's nearest kept trailer is 46T31 Uniontown, ~31 mi. Every other GPA county stays within 30 mi of a kept trailer. Worth a deliberate yes from SWPA.
3 · Alternate storage already exists
Non-trailer locations hold 1,490 cots: American Red Cross - Johnstown Office - Regional Storage (381), Erie ARC Office (322), Beaver ARC office FIRST floor Emergency Supplies (270), Beaver County ARC Office (147). That supports Crystal's "25% in alternative storage" option and is why retiring second trailers at Johnstown, Erie and Beaver costs little.
4 · Two Berks trailers at one site
46T90 (134 cots) and 46T89 (89 cots) both sit at the Berks County Fire Training Center. Both are kept for capacity, but they cover the same ground. If the region wants a 40th trailer elsewhere, 46T89 is the candidate to move or release.
5 · Data hygiene before this goes to the DDE
40 of 85 records carry an insurance expiration date already in the past (39 of them 1 Jul 2026 or earlier) and 10 show expired registration; that looks like the annual renewal was not entered rather than 40 uninsured trailers. Also 46T30 is labeled "Edinboro – Trailer 46T49" in the location name (46T49 is Girard). Neither affects the scoring, but both will draw questions.
All 85 trailers
Score = capacity (30) + condition (30) + coverage (40). Coverage is the population-and-area demand a trailer uniquely serves within 20 miles, given the other kept trailers. Trailers the field already flagged for retirement were not eligible to keep.

How the recommendation was built
- Scope
- 70 trailers carrying a sheltering loadout (≥40 cots). 15 trailers labeled Home Fire Campaign, FANS, MCI, or utility were classed as mission-specific and not scored. One of them, 46T39 (Erie First Assembly, labeled FANS), actually carries a standard 50-cot loadout; if the region treats it as a shelter trailer the sheltering count is 71.
- Forced retire
- 8 trailers whose inspection comments say they are being retired as part of the trailer reduction effort (46T8, 46T9, 46T15, 46T2, 46T12, 46T13, 46T06, 46T05).
- Seeded keep
- Every serviceable trailer with 60+ cots (10 trailers: the 8 that Crystal counted as 100-person loadouts plus 46T91 and 46T89).
- Capacity
- 30 pts for 96+ cots, 22 for 60–95, 15 for 48–59, 8 below 48.
- Condition
- Starts at 30. Unserviceable −30; exterior not satisfactory −10; interior −6; leak noted −6; tires / rims / inventory not satisfactory −5 each; not hooked up and moved at inspection −3. Insurance and registration dates were ignored (see decision 5).
- Coverage
- Each GPA county carries demand = ½ population share + ½ land-area share, so metro Pittsburgh and rural McKean both count. A trailer earns the demand of every county centroid within 20 mi, discounted by how many kept trailers already reach that county, and halved if another kept trailer is within 3 mi. Greedy: add the highest-scoring trailer until 40.
- Result check
- With all 70 sheltering trailers, 92.9% of GPA population is within 20 mi of a trailer and all 61 counties are within 30 mi. With the 40 kept: 92.1% and 60 of 61 counties (Greene at 31 mi).
